“As of 5 October 2026, transport documents used in Spanish territory must be issued in digital format. This requirement stems from the Spanish Sustainable Mobility Act and the regulations establishing the requirements applicable to electronic administrative control systems and documents,” according to the Portuguese Mobility and Transport Authority #IMT, in collaboration with Spain’s Directorate-General for Road and Rail Transport. For Portuguese transport operators, this obligation only applies to cabotage operations, that is, transport services whose origin and destination are both located within Spain.
